Non-Malaysian foreign workers in the Marine, Process and Manufacturing sectors will be covered by the foreign worker settling-in program (SIP) starting from December 2019. This comes as a result of the positive feedback about the program for non-Malaysian foreign workers in the construction sector.

The Migrant Workers Center (MWC) has been running the settling-in program for non-Malaysian foreign workers in the construction sector since October 2018. Records show that more than 5,000 workers attended the classroom-based orientation over a period of six months from October 2018 to March 2019.

Majority of the foreign workers who participated gave glowing reviews of the program, and local employers support it too. Foreign workers say that the program helped them by enlightening them on their rights and responsibilities. Employers, on the other hand, appreciate the fact that the program enlightened their foreign employees on the need to uphold local social norms necessary for a smooth working relationship.

Mr Zaqy Mohamad, the Minister of State for Manpower, confirmed the program’s extension and emphasized the importance of education in safeguarding the interests of foreign workers. He also hinted that the programme might extend to more sectors in the future.

Mr Yeo Guat Kwang, the Chairman of the Migrant Workers Center, highlighted the fact that the SIP is helping foreign workers create social support networks that have helped them settle in. He also noted that the programme is helping to improve relations between the MOM/MWC and foreign workers as they feel more comfortable approaching the ministries for help and guidance. Mr Kwang also explained that the programme is helping government trainers and officials to enhance their skills using real-life cases for practice and reference.
