<p>Foreigners move to Singapore for fantastic employment opportunities. Also, in June 2021, the total foreign workforce was <a href="https://www.mom.gov.sg/documents-and-publications/foreign-workforce-numbers" target="_blank" rel="noopener">1,197,100</a>. Although it&#8217;s comparatively lower than the last few years, it&#8217;s still considerably good.</p>
<p>However, there are limitations concerning the family members <a href="/all-you-need-to-know-about-singapore-employment-pass/" target="_blank" rel="noopener">Employment Pass (EP)</a> or <a href="/s-pass/" target="_blank" rel="noopener">S Pass</a> holders can bring along or the duration of the stay. There are different passes offered to family members of the work pass holders. <a href="/dependants-pass-dp-scheme-in-singapore/" target="_blank" rel="noopener">Dependant’s Pass</a> is pretty famous, but you’ve got another choice — Long Term Visit Pass (LTVP).</p>
<p>So what is LTVP? How can you get one?</p>
<h2>What is Long Term Visit Pass (LTVP)?</h2>
<p>The LTVP is for a common-law partner/spouse, handicapped child, or stepchild of an Employment or S pass holder. Also, remember, one can also apply for this pass for their parents if they earn over $12,000 per month.</p>
<p>There is another pass called the Singapore Long Term Visit Pass-Plus (LTVP+). This has been designed for the Singapore Permanent Residents (SPR) or Foreign Partners/Spouse of Singapore Citizens (SC).</p>
<p>If foreign spouses/partners of Singaporean citizens have applied for LTVP, they will automatically be considered for the LTVP+if they are eligible for it.</p>
<p>This pass will offer Singaporean citizens’ foreign spouses/partners a verified stay by allowing the partner to stay for a longer period. If approved, they can live in Singapore for around 3 years. After the renewal, they can stay for about 5 years.</p>
<p>The best thing is LTVP+ holders are offered employment and healthcare benefit.</p>
<h2>Eligibility</h2>
<p>Both Employment Pass and S Pass holders can apply for the LTPV for their family members. In simpler terms, the holders are responsible for the members that apply for the pass. They have to bear the sponsorship.</p>
<p>However, not all family members are eligible to apply for the pass as per <strong>the Ministry of Manpower (MOM)</strong>. Only a few family members are eligible for the sponsorship, and they are:</p>
<ul>
<li>Common-law Spouse</li>
<li>Parents (those who earn at least $12,000/monthly)</li>
<li>Disabled kids who are above the age of 21 and unmarried</li>
<li>Stepchildren who are under the age of 21 and unmarried</li>
</ul>
<p>Apart from this, <strong>Immigration and Checkpoints Authority (ICA)</strong> added the following people as eligible for the LTVP.</p>
<ul>
<li>Visitors with foreign educational degrees and looking for Singaporean jobs.</li>
<li>A visitor who uses the educational facilities and looking for Singaporean jobs.</li>
<li>A female visitor’s grandchild or child is a Singaporean student on Student’s pass.</li>
<li>A visitor’s spouse or partner is a Singaporean Citizen (SC) or a Singaporean Permanent Resident (SPR).</li>
<li>A visitor’s child who is above 21 years and is an SC or SPR.</li>
<li>A visitor requiring permission to underdo her child delivery in Singapore</li>
<li>A visitor who is interested in a prolonged stay.</li>
</ul>
<p>The holders of LTVP can stay for 2 years in Singapore as for their application type. But they cannot work unless they obtain the S Pass, Singapore Work Visa, or work permit.</p>
<p>If you want to sponsor your parents, you have to meet the following requirements:</p>
<ul>
<li>You have to own an S Pass or Employment Pass</li>
<li>Earn at least $6,000 of monthly salary (should be fixed). This is solely on your salary, not the combined income of your home.</li>
<li>A Singaporean company or an employer sponsors you.</li>
</ul>
<p>Couples must meet at least one of these to be qualified for the LTVP+ scheme.</p>
<ul>
<li>They should have at least one kid who’s a Singaporean.</li>
<li>Their marriage should be at least 3 years old and have the capacity to sponsor their foreign spouse.</li>
</ul>
<h2>Process of Applying for an LTVP</h2>
<p>The process of applying is different for every pass, so you shouldn’t assume that applying for one pass is similar to others. You must submit original copies of the documents in English when you&#8217;re applying. If your documents are not in English, you should request a professional translator to do it.</p>
<p>Then, you have to submit the application and wait for MOM’s in-principle approval letter.</p>
<p>After you are in Singapore, you need to apply for passes for your family members.</p>
<h3>If the process of applying is through ICA, you have to submit the following:</h3>
<ul>
<li>A copy of the passport’s bio page.</li>
<li>Embarkation/Disembakation (D/E) card.</li>
<li>One of your recent pictures.</li>
<li>Additional documents as per the travel’s purpose.</li>
</ul>
<h4>For spouses:</h4>
<ul>
<li>Certificate of Marriage</li>
<li>Documents mentioning spouses’ educational level.</li>
<li>In case you’re divorced, you should have a divorce certificate.</li>
<li>If needed, the Letter of Long-Term Visit Pass Eligibility (LLE)</li>
</ul>
<h4>For child/children who are dependent:</h4>
<ul>
<li>Birth certificate of the child or children</li>
<li>If parents are divorced, the custody documents must be submitted.</li>
</ul>
<h4>For parents of permanent residents or Singapore citizens,</h4>
<ul>
<li>Birth certificate of the child.</li>
<li>If the child is adopted, the relevant documents.</li>
</ul>
<h4>For a foreign graduate who is looking for Singaporean jobs:</h4>
<ul>
<li>The certificate states the highest level of academic qualification.</li>
</ul>
<h4>For the Student Pass holder’s Mother/Grandmother:</h4>
<ul>
<li>Certificate of Marriage</li>
<li>If applicable, should submit the custody documents/divorce documents.</li>
<li>Passport of the Student Pass holder</li>
<li>Pass Card of the student</li>
</ul>
<h4>For mother:</h4>
<ul>
<li>Birth certificate of the Child.</li>
</ul>
<h4>For grandmother:</h4>
<ul>
<li>Birth certificate of the child and their parents.</li>
</ul>
<h4>A foreign visitor planning undergoes her child delivery in Singapore :</h4>
<ul>
<li>Certificate of Marriage</li>
<li>A local doctor’s letter mentions the mother’s due date and complications if any.</li>
<li>A letter from the high commissioner or mother’s embassy says that the child will get the mother’s nationality and passport.</li>
</ul>
<h4>Documents needed from the PR and SC:</h4>
<ul>
<li>Identity Card</li>
<li>The employment letter mentions the start date, monthly salary, and position.</li>
<li>Assessment of Notice for the past 3 years of Income Tax.</li>
<li>Central Provident Fund Statment for the last year includes the monthly contribution of CPF.</li>
</ul>
<h4>For self-employed individuals:</h4>
<ul>
<li>Certificate of registration from the Accounting and Corporate Regulatory Authority (ACRA)</li>
<li>The Profit and Loss Statement of the company for the last 12 months.</li>
</ul>
<h3>If the process of applying is for MOM, you have to do the following:</h3>
<h4>For spouses/partners (any of the following):</h4>
<ul>
<li>A copy of the common law certificate</li>
<li>An embassy letter that mentions you and your spouse/partner is treated as a common-law relationship based on the rules.</li>
<li>A legally written statement from you mentioning you and your spouse/partner are living under the common-law relationship rules of your home country.</li>
</ul>
<h4>Stepchildren who are under the age of 21:</h4>
<ul>
<li>A copy provided by the court for the child’s custody</li>
<li>A letter from the other parent declaring that they aren’t opposed to the decision of the child moving to Singapore.</li>
<li>The Health Promotion Board verifies <a href="/singapores-vaccination-requirements-for-ltvp-and-dp-holders/" target="_blank" rel="noopener">vaccination requirements</a> if the child is below the age of 12.</li>
</ul>
<h4>Dependant children who are above the age of 21:</h4>
<ul>
<li>A report from a relevant doctor concerning the child’s condition.</li>
</ul>
<h4>Parents:</h4>
<ul>
<li>The birth certificate including the names of your parents.</li>
</ul>
<p>Don’t forget that the list is not exhaustive. So if the Singaporean authorities need more documents, they have the right to ask for them.</p>
<p>So if you are thinking about the time duration taken for the application, remember that it differs accordingly. Some might take 7 working days whereas others might go up to 6 weeks.</p>
<p>The sponsor or applicant can find the application status through the Foreign Identification Number (FIN) assigned to them.</p>
<h2>Renewing an LTVP</h2>
<p>Yes, it’s possible to renew the LTVP regardless of its type. You have to follow the same procedure as you did in the initial application.</p>
<p>If the ICA has issued your pass and you want to renew that, you have to do it 10 days before the expiration of the current LTVP. If MOM has issued your pass and if you want to renew that, you can apply for it at least 6 months from the date of expiration.</p>
<p>It’s vigilant to renew the LTVP at the earliest possible. Though you can’t be assured that you’ll get a new Pass, your renewal request will be considered and evaluated.</p>
<h2>Can LTVP Holders Work in Singapore?</h2>
<p>Of course, you can. But only if your potential employer is ready to do the needful to get you a Work Pass.</p>
<p>If your LTVP is from the ICA, the employer must request a <a href="/dependants-pass-letter-of-consent/" target="_blank" rel="noopener">Letter of Consent (LOC)</a> from the MOM. They can apply for this later through MOM online portal.</p>

<p>The pass holder needs to earn at least S$6000 per month to apply for a DP for his family. Also, an established, Singapore-registered company has to sponsor the EP and S Pass if the pass holder wants to bring their DP-eligible family members to Singapore.</p>
<p>Moreover, EntrePass holders who want to bring their DP-eligible family members to Singapore must first meet local hiring requirements and minimum business expenditure.</p>
<p>In the event, if a Singapore work visa holder&#8217;s baby is born, the parents need to report to the Immigration and Checkpoints Authority (ICA) about the birth of their child. Meanwhile, the hospital will also issue the parents a Notification of Live Birth and Advisory Note from ICA. Using these documents, the parents can apply for a birth certificate.</p>
<p>This special pass will be valid for six weeks, giving parents enough time to secure a DP for their newborn baby. Besides, family members who are not eligible for a DP can apply for a Long Term Visit Pass (LTVP) issued by the Ministry of Manpower (MOM).</p>
<h2>How can You Apply for a Dependant&#8217;s Pass (DP)?</h2>
<p>Only an employer or third-party agent can submit the application online or manually for a DP. Typically, online submission is the easiest and most preferred option.</p>
<p>For online submission, you must have access to an <a href="https://www.mom.gov.sg/eservices/services/ep-online">EPOL account</a>. Here&#8217;s the step-by-step process for submitting the DP application online.</p>

<li>Fill out the Dependant&#8217;s Pass application by logging in to the EPOL account.</li>

<p>If you are a father with a young son who is living with you in Singapore, he will be required to enlist in Singapore’s national service.</p>

<h2>Similarities between EP and EntrePass</h2>
<ul>
<li>The Employment Pass (EP) and Entrepreneur Pass (EntrePass) are work passes that allow foreigners to relocate both themselves and their immediate family to Singapore (the latter is subject to approval by the authorities).</li>
<li>Applications for both of these work passes need to be reviewed and approved by the Singaporean government.</li>

<p>The Employment Pass is valid for 1 to 2 years and it remains renewable for as long as you are employed by the company. Your advanced education, seniority in management, technical skills, and professional qualifications will help you qualify for an Employment Pass.</p>
<p>After spending 2 years as a holder of an Employment Pass, you are qualify to apply for the status of a Permanent Resident of Singapore.</p>

<p>There are 3 different types of Employment Passes in Singapore:</p>

<li>P1 Employment Pass is meant for individuals who possess any of the acceptable qualifications and/or those who have a fixed salary of at least S$8,000 per month</li>
<li>P2 Employment Pass is meant for individuals who possess any of the acceptable qualifications and/or those who have a fixed salary of at least S$4,500 per month</li>
<li>Q1 Employment Pass is meant for young individuals who have graduated from recognizable institutions and now have a fixed salary of at least S$3,000 per month (older applicants who would like to qualify for this pass should have a higher salary and should be able to bring the necessary amount of work experience with them)</li>

<h3>Documents for the Employment Pass (EP) Application</h3>
<p>The following is a list of all the documents that you must bring to the <a href="https://www.mom.gov.sg/" target="_blank" rel="noopener">Ministry of Manpower</a> (MOM):</p>
<ul>
<li>2 of the highest education certificates that you have</li>
<li>A working testimonial (if you have one) and a CV/resume</li>
<li>Your passport and a Singaporean work pass, student pass, or just about any other pass that you have (if any)</li>
<li>A completed application form with the applicant’s details</li>
</ul>
<p>If you do not manage to pass the initial assessment, you are required to provide some more detailed information about your business. If you do this, you will acquire the right to file an appeal. This process can take up to 5 weeks. If you are approved, you will need to collect your Employment Pass within 6 months from the date on which you were approved. A total elapsed time can be from 1 to 12 weeks.</p>
<p>If you have a wife and kid(s) and would like them to live with you in Singapore, you can do so by producing a marriage certificate, diplomas, birth certificates, and passports, as well as to pay some extra fees, to secure <a href="/dependants-pass-letter-of-consent/">Dependent Passes</a> for both your wife and your kid.</p>
<p>If you are planning on sending your kid to a school in Singapore, then your kid will not need to have a Dependent Pass. Instead, you can apply for a Student Pass.</p>

<h2>Receiving the Status as a Permanent Resident (PR) of Singapore</h2>
<p>Acquiring the status of a Permanent Resident (PR) of Singapore is not as hard as it may seem at first. Singapore is more than willing to welcome professionals, technicians, and skilled workers with open arms. As a matter of fact, about 90% of approved applications come from the PTS Scheme.</p>
<h3>Applying for PR under the PTS Scheme</h3>
<p>This scheme favors individuals who are less than 50 years of age, although some exceptions are granted every once in a while. The following is a list of all the documents that you will be expected to provide if you are applying under the PTS scheme:</p>
<ul>
<li>Form 4A (consisting of both the Annex and the PR Application Form)</li>
<li>Form EP4</li>
<li>An acceptable photograph</li>
<li>The Work Pass/Employment Pass of the applicant (if the applicant owns any)</li>
<li>Identity cards of both the applicant (if any are available) and the sponsor</li>
<li>The Birth Certificate of the applicant and the Census List of the applicant’s household</li>
<li>The official Marriage Certificate of the sponsor</li>
<li>Educational certificates of both the applicant and the sponsor</li>
<li>Official Birth Certificates of the applicant’s children showing both of their parents’ names, as well as the kids’ names and adoption papers (if applicable)</li>
<li>Death certificate or divorce certificate along with the custody papers (if any)</li>
<li>Employer’s letter from both the applicant and the sponsor (if applicable) &#8211; the letter should be dated within one month from the date on which it was submitted and it should be addressed to the Controller of Immigration</li>
<li>Income Tax Notices of Assessment of both the sponsor and the applicant (if applicable) for the last three years</li>
<li>A CPF Board statement that clearly shows the monthly CPF contribution history of the sponsor (only for the last 12 months)</li>
<li>A Vocational License (if applicable) and a Business Registration Certificate (for self-employment) of the sponsor</li>
<li>Deed Poll or Change of Name Certificate of both the applicant and the sponsor</li>
</ul>

<h2>Becoming a Citizen of Singapore</h2>
<p>If you are at least 21 years of age and have been a Permanent Resident of Singapore for a period of 2 to 6 years, you have the right to apply for a preliminary assessment.</p>
<p>If you have the status of a Permanent Resident of Singapore and are the spouse of an individual who is already a citizen of Singapore, you have the right to apply. However, only if you have lived in the country for 2 years and if you have been married to that individual for at least 2 years. Children who are born overseas can receive Singaporean citizenship if they are less than one year old and if their parents were legally married at the time of their birth and if the children themselves meet one of the following conditions:</p>
<h3>Male children</h3>
<ul>
<li>At least one parent was born as a citizen of Singapore</li>
<li>At least one parent is a registered citizen of Singapore and the child is not a citizen of any other country</li>
<li>At least one parent is a citizen of Singapore by descent and has accumulated at least one year of residence in Singapore out of the 5 years before your birth or has accumulated a total of 4 years of residence in Singapore before your birth</li>
</ul>
<h3>Female children</h3>
<ul>
<li>At least one parent was born as a citizen of Singapore</li>
<li>At least one parent is a registered citizen of Singapore and the child is not a citizen of any other country</li>
<li>Meet the citizen of Singapore by a decent requirement that applies to males</li>
</ul>
<h3>Applying for Singaporean Citizenship</h3>
<p>In order to apply for Singaporean citizenship, you must provide an acceptable photograph and the following documents:</p>
<ul>
<li>Birth Certificate and Identity Card</li>
<li>Marriage Certificate/Separation Deed/Divorce Certificate</li>
<li>Passport or any other travel-related document</li>
<li>Entry Permit Card/Re-entry permits</li>
<li>Skill Certificates and Educational Certificates</li>
<li>A letter of employment from your current employer</li>
<li>Latest six-month pay-slips (only the latest pay-slip for your spouse)</li>
<li>An authorisation form that ICA can use to verify financial information with the Central Provident Fund Board and Inland Revenue Authority (IRAS)</li>

<h2>What is a Singapore Employment Pass (EP)?</h2>
<p>Singapore Employment Pass (EP) is a work visa given to specialists, executives and managers to work in Singapore. It is generally issued for a year or 2 years and can be renewed for up to 3 years.</p>
<p>It can be applied for people from all nationalities but only by the hiring company or an appointed third party agency. An individual can not apply on their own.</p>
<p>EP is also a multiple entry visa that allows the individual to travel in and out of Singapore without applying for an entry visa every time they return.</p>

<h2>Eligibility to Apply for a Singapore Employment Pass (EP)</h2>
<p>A Singapore Employment pass is issued only if the individual meets the following eligibility criteria:</p>

<li>Has a valid job offer from a company in Singapore;</li>
<li>Must be for a managerial, specialist, or executive position;</li>
<li>The fixed monthly salary must be at least $3900 for a new graduate, and higher for individuals with experience; and</li>
<li>Should have acceptable qualifications from reputable universities and/or institutions.</li>
</ul>
<p>To check one&#8217;s eligibility, the Self-Assessment Tool (SAT) is available on the MOM website and one should only apply if the candidate is eligible. There are many checks done by MOM before approving the EP but the candidate should stand a 90% approval chance if the above tool indicates that he/she is eligible to apply.</p>

<h2>Who can Apply for a Singapore Employment Pass (EP)?</h2>
<p>The Employment Pass (EP) can only be applied by the hiring organization or authorized employment agency. Even the EP renewal must be done by either of them.</p>

<h2>What is the Process of the Employment Pass (EP) Application Like?</h2>
<p>The process of applying for an Employment Pass (EP) is fairly simple. However, before an organization applies for an EP, they must make sure that the position is advertised on MyCareersFuture for at least 14 days and a genuine effort is made to hire someone from the pool of applicants from this platform. Only if the organization is not able to find a suitable candidate from this pool, they can apply for an EP.</p>
<p>The standard EP application process goes as followed:</p>

<li>Submit the application online via EP Online</li>
<li>Receive an In-principle approval that has a single entry visa and is valid for 6 months</li>
<li>After the candidate arrives to Singapore, he/she must get the pass issued</li>
<li>Make an appointment to get fingerprints and photo registered within 2 weeks after the pass is issued</li>
<li>Receive the card at the given address after 4 working days from the time of registration</li>

<h2>Documents Required to Apply for a Singapore Employment Pass (EP)</h2>
<p>The following documents are required to apply for a Singapore Employment Pass (EP):</p>
<ul>
<li>Personal particulars page of the candidate’s passport</li>
<li>Candidate’s educational certificates and transcripts</li>
<li>Candidate’s resume with relevant references</li>
<li>The hiring company’s latest business profile or instant information registered with ACRA</li>
</ul>
<p>Apart from these documents, MOM may ask for additional documents for verification, especially if the candidate is a healthcare professional, lawyer, football player, coach, or joining a food establishment. All the documents must be in English and if not, they must be translated into English before submission.</p>

<h2>How long does it take to get an Employment Pass (EP)?</h2>
<p>Generally, it takes about 3 weeks for the EP to be approved by MOM. For candidates joining an overseas company without a Singapore-registered office, it takes about 8 weeks for the approval. In some cases, it may take longer if they require additional documents or other verification.</p>
<p>One can check the status and validity of the pass on EP Online. It also takes about the same time (i.e. 3 weeks) for pass renewal. It’s advisable to apply for the renewal well before the pass is about to expire. You can apply for renewal 6 months (180 days) before the expiry date. If the renewal is not complete and approve before the pass expires, the candidate will have to apply for a new pass.</p>

<h2>What can be done if the Employment Pass (EP) Application is rejected?</h2>
<p>If an Employment Pass (EP) application gets rejected, the hiring organization or the authorized employment agency can appeal within 3 months of rejection. The appeal should be made only if the reasons for rejection mentioned in the rejection advisory can be address. It takes around 3 weeks (or longer) for the appeal to be processed by MOM.</p>

<h2>What pass does an EP holder’s family hold?</h2>

<p><strong>Long term visit pass (LTVP):</strong> An EP holder can apply for an LTVP for their common-law spouse, unmarried handicapped children above 21 years old, unmarried step-children under 21 years old and parents (only for those earning at least $12,000 fixed salary per month).</p>

<p>Over the last couple of years, Singapore has seen a significant increase in the number of foreign children whose vaccinated status cannot be sufficiently ascertained – either that or they are not vaccinated against measles and diphtheria at all.</p>
<p>When it comes to foreign-born children, it is very important for all applications of long-term immigration pass to contain some sort of documentation containing information regarding the measles and diphtheria vaccination. This rule came into play on February 1, 2019.</p>

<p>Singapore&#8217;s Ministry of Health has noted that this rule applies to all children aged 12 years or below who are applying for either a Long-Term Visit Pass or a<a href="https://timcole.com.sg/dependants-pass-letter-of-consent/"> Dependant&#8217;s Pass</a> issued by the Ministry of Manpower, and a Student&#8217;s Pass issued by the Immigration and Checkpoints Authority. However, this rule does not apply to foreign children that were born in Singapore.</p>
<p>In all of the above-mentioned cases, evidence of immunity of proof of vaccination needs to be submitted to the Health Promotion Board for verification through the Verification of Vaccination Requirements eService. If the child is not medically fit for vaccination, a medical document proving so must be submitted to the Health Promotion Board.</p>
<p>The Health Promotion Board will then verify the child&#8217;s vaccination records, and the applicant will be notified of the outcome via an email message. The applicant also has the option to log in to the Health Promotion Board&#8217;s website to view the application status from the comfort of their home. Generally speaking, the processing time for new applicants is 10 working days. If a re-application occurs, this time period can be extended by five more days. The application fee costs S$35.</p>
<p>The validity period of the VR application document depends on the child&#8217;s age.</p>

<p>If your child meets the vaccination requirements, you will receive instructions on how to download the required document from the Health Promotion Board. Both this document and the child&#8217;s travel document must be submitted to the relevant authorities for long-term immigration pass application.</p>
<p>While it is true that a Singaporean company can apply for the VR document on behalf of their employee, it is strongly recommended that the employee does it themself. This is because the email address that was registered during the application process may be used again in the futurSe.</p>
<p>It is also important to note that existing pass holders are not subject to the new requirements when it comes to renewing their passes or applying for new ones. However, if your child&#8217;s DP has expired before the new rule came into play, you need to try and get the VR document. If your child&#8217;s long-term immigration pass was submitted before the new rule came into play, there is absolutely no need for you to submit any vaccination records.</p>
